Open Position-Research Manager

We are looking for a Research Manager starting at the earliest possible date. 

The Heinrich-Böll-Stiftung (hbs) is one of the political foundations in Germany. We maintain close ties with the German Green Party (Alliance 90/The Greens), but work independently and nurture a spirit of intellectual openness. Headquartered in Berlin, the Heinrich-Böll-Stiftung currently maintains more than 30 international offices. We understand ourselves as a think tank for green visions and projects that provides a platform for international cooperation and dialogue.

In China, Heinrich-Böll-Stiftung has been working with its partners since 2006 and has been registered as Beijing Representative Office since 2017. We work with governmental departments and think tanks, academic institutions and civil society organizations. Our activities are focused on cooperation and dialogue in such fields as: Ecology and Sustainable Development, Globalization Social Developments and Gender Equality, Climate Change and Energy Policy. 


     Main Responsibilities

      Research and Analysis

  • Conduct research on China’s global role, its participation in international climate governance, and EU–China relations.
  • Draft analytical papers, policy briefs and insights for publication and outreach.
  • Track and interpret political, economic and security developments in China and their implications for Europe and other global actors.
  • Work closely with colleagues in other thematic areas to integrate China-related perspectives into research projects across the foundation.

    Project and Event Management

  • Design, plan, and implement projects — including cooperation with Chinese academic and civil society partners — from conception to completion.
  • Organize international events such as symposiums, conferences and workshops, that foster dialogue and knowledge exchange.
  • Manage project and event budgets, contracts, and timelines to ensure efficient and transparent implementation.
  • Ensure that all activities comply with institutional standards and contribute to the organization’s strategic objectives.

    Stakeholder Engagement and Representation

  • Build and maintain relationships with key stakeholders in China, including academic institutions, government agencies, and civil society organizations.
  • Represent the organization at meetings, conferences, and public forums to promote dialogue and expand strategic partnerships.
  • Contribute to communication initiatives that ensure the organization’s outputs reach and engage relevant stakeholders – both in China and in Europe.

    Requirements

  • A Master’s degree in International Relations, Political Science, Economics, Law, Sociology, or Area Studies, with a dedicated focus on China.
  • A minimum of two years of professional experience in a similar position, preferably in an international organisation.
  • Very good knowledge of China’s foreign and economic policies, its global role, and EU–China relations.
  • Demonstrated experience in research and analysis, including preparing analytical papers, policy briefs, or comparable publications.
  • Experience in project and event management, ideally involving international cooperation or engagement with Chinese partners.
  • Familiarity with stakeholder engagement and outreach, including the ability to make research outputs visible and relevant to target audiences.
  • Very good command of written and spoken English and German; good command of Chinese – ability to read Chinse sources.
  • Willingness to learn about the values of the Foundation – and to represent and explain them in stakeholder meeting in China. 
  • Intercultural competence, organizational skills, and the ability to work both independently and collaboratively in an international team.
